The recently completed 4Q08 EquaTerra Pulse
survey found that current global economic conditions are slowing
buyer outsourcing efforts and, in some cases, bringing them to a
grinding halt. This is not surprising. Customers struggling to
simply stay in business may not have the resources or time to
undertake major outsourcing efforts.
